2010 Board Officers Wayne Eichorn, Chairman Dawn Williams, Vice Chairman Penny Valentine, Secretary/Treasurer Area #26 Local Workforce Investment Board The Local Workforce Investment Board (LWIB) is appointed by the Chief Elected Official in each local area and works in cooperation with the Chief Elected Official to implement the programs of the Workforce Investment Act. It is composed of a business majority, business chairperson and members representing organized labor, local government departments, educators and people with experience at delivering programs and youth services. The Local Board develops the Local Five-Year Plan with the approval of the Chief Elected Official for submission to the Governor. The Local Board selects the one-stop operators, selects the service and training providers and conducts oversight of the programs. The Board also appoints the members to the Youth Council with the approval of the CEO's and develops a budget and allocates resources necessary to carry out the programs proposed in the Local Five Year Plan. It coordinates Workforce Investment activities with local Economic Development strategies and negotiates local performance measures. Local Boards are prohibited from being providers of services or operators of one-stop facilities. The Council recommends Youth Service Providers to the LWIB and conducts oversight of the youth programs. The Youth council is a subgroup of the Local Workforce Investment Board. Membership on the Youth Council includes: LWIB members, employers, educators, representatives of human service agencies, juvenile justice and local law enforcement agencies, representatives of local public housing authorities, parents of youth who are eligible for services, former youth program participants, representative of the local Job Corps program and others that the Chair of the Youth Council in cooperation with the Chief Elected Officials decide are appropriate.
